Are these really organic movements or is it more plausible that an ancient power system is employing ancient statecraft?

We have been conditioned as a populace to see the Royals as quaint, out-of-date, and mostly irrelevant - and it's been very effective. Even when you point out the prerogative powers that Charles is officially acknowledged to have, people are often skeptical that he's not just an old man that walks around calling things marvellous.
If the people who used the pull the strings, in fact still do, how might they engineer the public to focus their energies elsewhere?
